KAC did eventually make a free-float RAS (called, unsurprisingly, the FF RAS), but it was very expensive and very uncommon on military issued rifles. One-off free float tubes did exist, but they generally didn't have accessory rails on them and they were certainly not cheap enough to outfit thousands upon thousands of M4/M16s. The KAC RAS, in all its non-free-floated glory, was top of the line back in the 1990s/early 2000s. Maybe I can find someone to trade it or just sell this and get the free floating one. I don’t see a reason to use this over the other. Are you sure this version has been used overseas? My armorer said ours we’re free floating and did not just clip in the delta ring.
